Charile was like his partner and friend Guile, a fighter pilot in the United States Air Force. Then, he was in the country's campaign to bring down the criminal orginization, Shadaloo. He was teamed up woth interpol agent Chun-Li, together they defeated many of M.Bison's men. Then, Guile was sent to take him home, but Charlie was not going to back down form his mission as he is a bout to complete it. Then when Bison himself appeared, Guile decided to help Charlie finish his mission. Charlie then deided to set charges all over the shadaloo base to blow it up. Guile stood guard, then Bison tried to stop them, but Charile already set the chages to explode, however, Charlie had Bison pinned down and they were fighting as the base blew up. As a result Charlie did not survive. Only with his friend mourning his death, this would stir Guile deeply as he now vows revenge to defeat Bison.
